Empowering Rural Schools Through the Statewide Online Education Program (SOEP): Navigating Opportunities and Challenges.
Thursday July 10, 2025 9:45am - 12:10pm MDT
This two-hour session is designed to equip Utah rural school administrators with the knowledge and tools to effectively leverage the Statewide Online Education Program (SOEP) to enhance student success and optimize school resources. Attendees will gain a comprehensive understanding of the 2024-2025 SEATS process, including enrollment, compliance requirements, and strategies to navigate closeout statuses such as withdrawals, loss of eligibility, and performance benchmarks. The presentation will highlight how SOEP can address challenges unique to rural districts, such as teacher shortages, budget constraints, and limited course offerings, providing students with expanded learning opportunities.
Administrators will explore practical strategies to monitor student engagement, align incentives for success, and ensure compliance with USBE Code and Rule. Real-world case studies and interactive discussions will provide insights into overcoming common challenges while maximizing SOEP's benefits. Budgetary considerations, strategic resource allocation, and collaboration opportunities with stakeholders will also be addressed. The session will conclude with a Q&A segment, offering tailored solutions to individual concerns and actionable next steps. This presentation is an essential resource for rural administrators seeking to enhance educational equity and efficiency through online learning solutions.
