In recent years, schools and districts throughout Utah have updated their reading practices to better promote student literacy. Rightfully, much of this attention has been devoted to early elementary readers. Still, some may wonder how to apply Science of Reading principles to upper elementary readers. This session outlines how to support multisyllabic word reading accuracy in Tier I as well as promote student automaticity in grade level text.

Effective classroom learning depends on the ability of school leaders and teachers to address the deepening complexities and challenges of schools effectively. Job stress and burnout are a significant threat to that work. As a follow up to last summer’s presentation, this workshop will extend the discussion of challenges of burnout and resilience for schools to examine specific strategies that school leaders, teachers, and staff can use to proactively understand and address burnout issues from both the organizational and personal perspectives, and support optimized classroom experiences for students. Discussions will identify how to diagnose factors contributing to stress and burnout. Participants will work collaboratively to identify action steps to implement effective mitigation and intervention strategies in their schools and work. `

The 2024 National Education Technology Plan (NETP) provides a critical framework for leveraging technology to enhance teaching and learning in K-12 education. This presentation will examine the NETP's focus on addressing three key digital divides: the Digital Use Divide, the Digital Design Divide, and the Digital Access Divide. Participants will gain an understanding of how these divides impact educational equity and explore practical strategies for implementation aligned with the NETP's recommendations. How can school and district leaders design professional learning systems that actually improve teaching and learning? In this interactive session, the UEPC - Utah Education Policy Center at the University of Utah will share a research-informed framework for building coherent and aligned professional learning systems that result in improved student outcomes. Participants will explore six high-leverage leadership moves that shift professional learning from fragmented activities to intentional systems with lasting impact.

Participants will:
• Learn key research-based strategies to align and strengthen professional learning systems
• Explore six leadership moves—what they are, why they matter, and how they show up in practice
• Engage in interactive activities and structured tools designed to deepen understanding and immediate application
• Use a self-assessment to reflect on current systems and identify opportunities for greater alignment and coherence
• Draft a concrete action plan to bring this learning back to their schools or districts

Why This Matters:
When time and resources are limited, making every minute of professional learning count is essential. Yet too often, professional learning lacks the coherence needed to change practice and improve outcomes. Maintaining Privacy Through the Whistleblowing Process

This presentation examines the essential role of whistleblowing with a focus on whistleblower protection in the context of education. It aims to discuss how transparency and privacy work together to protect students, parents, teachers, and staff. Creating a culture of whistleblowing in schools helps identify fraud and unsafe practices at an early stage. It also promotes a secure environment for everyone involved.
Attendees will discover best practices regarding adequate privacy measures—such as properly safeguarding the identity of individuals who report issues and establishing clear reporting guidelines—that can empower both staff and students to raise concerns without fear of retaliation. Presenters will also discuss lessons learned and the most common challenges arising from implementing whistleblower hotlines in organizations of varying maturity and complexity.
The session will also examine the problem of “indirect identification” and provide best practices for developing effective internal reporting systems. It will explore strategies to balance the demand for transparency with the necessity of protecting individual privacy. Examples of effective tools will be discussed and the State Privacy Auditor function and its reporting mechanisms will be introduced.

The Utah State Board of Education (USBE), in partnership with the UEPC - Utah Education Policy Center, supports Utah principals through the Principals’ Partnership Network (PPN) program. PPNs are structured Communities of Practice (CoPs) designed to foster collaboration among school leaders across the state. These networks are organized by geographic region (e.g., North Utah) or content focus (e.g., BTS schools) and provide a structured space for peer learning, problem-solving, and shared leadership development. Each PPN is led by a trained facilitator, who engages in a professional learning series to develop the skills necessary to support meaningful collaboration and instructional leadership growth.

Session Outcomes
This session will provide attendees with:
1. A deeper understanding of the PPN model, including how it fosters leadership development, strengthens professional learning communities, and enhances coherence across schools and districts.
2. Practical insights and strategies for engaging in or facilitating a PPN, including session frameworks, facilitation techniques, and resources for sustaining collaborative inquiry.

Strengthening Paraeducator Capacity: A Collaborative Professional Learning Model in Rural Utah

San Juan School District (SJSD) has partnered with the Utah Education Policy Center (UEPC) for the past four years to provide systematic, ongoing professional learning for paraeducators in its rural K-12 schools. Given the district’s vast geography, ensuring equitable access to high-quality training has been a challenge. A strategic partnership was formed to deliver in-person, synchronous online, and now asynchronous learning opportunities to address this.

This session will highlight how this multi-year collaboration has supported paraeducators since 2021 and how we are developing a comprehensive asynchronous professional learning course aligned with Utah Paraeducator Standards and national best practices (e.g., Learning Forward, 2022; , Rorrer, Groth, & Colvin, 2024; Timperley, 2011).

By the end of this session, participants will:
  1. Understand how strategic partnerships enhance paraeducator professional learning in the San Juan School District and explore ways to leverage partnerships to build paraeducator capacity in their own contexts.
  2. Examine a blended learning model that integrates in-person, synchronous, and asynchronous supports to meet the diverse learning needs of paraeducators
  3. Identify and apply actionable strategies to strengthen paraeducator support structures within their local education agency (LEA).

Elevate Learning and Leadership with the CLEAR Feedback Framework

Effective feedback is a critical driver of professional growth, instructional improvement, and leadership development. In this interactive two-hour session, educators and educational leaders will explore the CLEAR Feedback Framework developed by the Utah Education Policy Center. Grounded in research and real-world application, the CLEAR approach centers feedback that is Collaborative, Learning-Oriented, Embedded, Actionable, and Reflective.

Participants will analyze feedback scenarios, reflect on past feedback experiences, and practice applying the CLEAR framework to strengthen their ability to give and receive feedback that builds trust, supports instructional shifts, and promotes continuous learning.

By the end of this session, participants will:
• Identify the essential elements of effective feedback using the CLEAR framework
• Differentiate between productive and unproductive feedback practices
• Apply the CLEAR protocol to realistic leadership and instructional scenarios
• Develop actionable steps to integrate CLEAR feedback into their everyday roles as educators and leaders

All participants will leave with a copy of the CLEAR Feedback Protocol, sample sentence starters, and personalized action steps to support ongoing improvement in their coaching, mentoring, and instructional practice.

Get your head out of the gutter! Despite what you’ve heard, CYA stands for “Center Your Attention” and is an essential skill that allows us to connect with our unique purpose, cultivate joy in everyday life, and align our mind, body, and spirit for our fulfillment.

Attention is our most valuable resource, and without intentional practices of centering we won’t be able to enjoy the beauty of all that is: Here, now, the life in front of us and the people around us. In an era of constant distractions personally and professionally (like the other “CYA”…) this skill is the path to falling in love with the life we already have. There’s no need to quit the caring, essential work in education to enjoy our life! Each of us can, with practice, reframe our everyday experience. This session will offer practical advice, questions to consider, and experiential learning to truly “CYA:” Center Your Attention.

School Attendance and the Effect on Risk and Protective Factors

A team approach to addressing chronic absenteeism in schools, specifically in the early learning grades. Students who are chronically absent in the early learning grades of K-3, where students are learning to read, are at extreme risk of developing large gaps in their learning. These gaps manifest themselves in the later grades when students are reading to learn. Additionally, research has shown that absenteeism is a learned behavior that begins in the early, learning to read, grades. Research has linked chronic absenteeism to adolescent risk taking behavior that increases the probability that a student will drop out of school and/or end up in the juvenile justice system.

Duchesne County School District has teamed up with North Eastern Counceling, Uintah School District, V6 Media and our local Prevention Advisory Coalition to bring awareness to all stakeholders of the need to address chronic absenteeism at all levels of schooling, but especially in the early grades of K-3. Come learn with us how we can better address the problem of chronic absenteeism.
