Jill Flygare serves as the Chief Operating Officer for Utah Water Ways (UWW), where she oversees organizational operations, contract review, and the development of data systems and reporting frameworks. She also leads the establishment of organizational policies and procedures.
Prior to joining UWW, Flygare was the Senior Vice President of Economic Development and Social Impact at LSI Business Development, where she collaborated with state agencies and national organizations to secure federal grants, strengthen institutional capacity, and advance regional economic development.
Flygare brings 25 years of state government experience, holding several key leadership roles. She served as a policy and budget analyst in the Governor’s Office of Planning and Budget, contributing to the Governor’s budget recommendations, balancing the state budget, and preparing legislative appropriations summaries. As finance director for the Department of Cultural and Community Engagement, she managed annual budget planning and oversight. Later, as managing director of operations in the Governor’s Office of Economic Opportunity, she led compliance and finance teams and restructured systems to improve efficiency.
Her background includes a strong commitment to education, both as an educator and lifelong learner. Flygare has taught courses at the University of Utah and holds three degrees from the institution: a bachelor’s in secondary education and master’s degrees in education and public administration. She also earned a Master Certificate in Accounting from the University of Phoenix.
