About me
Courtney Bills is a seasoned literacy specialist currently serving K-3 students at the Utah State Board of Education (USBE). Her career demonstrates a deep commitment to improving literacy outcomes for young learners.
Prior to USBE, Courtney worked at a Dual Language Immersion (DLI) school, where she began as a first-grade teacher before becoming the Literacy, Curriculum, and RTI Director. This experience provided her with a holistic understanding of literacy development and school leadership.
Her classroom experience extends beyond DLI, encompassing seven years teaching 4th through 6th grade in Weber and Granite School Districts. This diverse experience has equipped her with a strong understanding of the needs of elementary students across various grade levels.
Courtney has also served as a national literacy consultant, specializing in comprehension. Her work has impacted educators nationwide, sharing evidence-based strategies to improve student reading comprehension.
She holds a Master's degree from Utah State University (2008) and is certified in LETRS and Keys to Literacy Writing, demonstrating her commitment to staying current with research-backed instructional practices. Her diverse experiences and dedication to literacy make her a valuable asset to Utah's education community.
