Cori Groth, Ph.D.
Associate Director, Utah Education Policy Center (UEPC)
Dr. Cori Groth is the Associate Director of the Utah Education Policy Center at the University of Utah, where she collaborates with school, district, and community leaders to strengthen programs, policies, and practices that lead to excellent and equitable outcomes for young people. With nearly 30 years of experience in evaluation, leadership development, and school improvement, Cori helps partners use research, reflection, and strategic action to drive meaningful change. Her work centers on the belief that strong leadership and continuous improvement—grounded in evidence and inquiry—are essential for creating educational systems where every student can thrive.
Since joining the UEPC in 2006, Cori has led studies on charter school governance, school leadership, arts education, afterschool programs, and a range of professional learning efforts. She has supported the design and facilitation of leadership development programs across Utah and served as a learning partner with schools and systems engaged in improvement.
Cori holds a Ph.D. in Sociology from the University of Utah, an M.A. from Arizona State University, and a B.S. in Public Relations from the University of Utah. She is an active member of several national and local professional organizations and a long-time champion of public education and youth development.
